I bought this plant as a Hot Portugal. I tasted one it had no heat , tasted like a reg. green pepper???

Way too hard for me to tell due to me growing so many types of annuum this season. I have 10 or more Thai plants that look just like that pod wise. 
 
Sorry missed the part you said you bought it as such...let it ripen red...all images for the pods are red.

Some pods develop no heat until they're getting ripe, so that may have been the issue. Also, individual pods even on the same plant may vary in heat levels. But yes, also could have been mislabeled.
