[Help] Leaves looking fluffy white

Greetings, guys!

It's my first time growing anything and I'm utterly clueless, as you could probably guess. All I have done so far is tried not to over- or underwater them, as well as to give them plenty of sun. They have been growing up to this point in a pot on my balcony, I'm just concerned by their white fluffy appearance and by their leaves' tips pointing upward, which I hope you'll be able to spot in the pictures.
I'd be very thankful for any tips you can give me and should you need any other information, pictures etc., please let me know and I will provide it asap.

Fluffy white? I don't see sunburn?
 
what kind of peppers are they?  pics are not very clear but are they pubes?...they would have tiny hairs all over.
 
Possible spider mites or other pest?
 
mold?(i see tiny white stuff on soil surface?)

They look healthy to me. Hard to tell but it could be natural variegation. I've had seedlings come up that the cotyledon look like that and the regular leaves come out looking normal. What variety is it? 
 
I don't know alot about pests but if the infestation was that bad I'd imagine they'd look unhealthy. 
Probably not mold either.
Possibly sunburn if you started them inside.

I've given them some shade today and I am keeping track of the changes. I started them in fact on the outside, but I guess the sun here is just too strong. Is there a procedure I should be following? 

As to the varieties, these are some, which can be found in Brazil: pimenta luna and pimenta tekila. I also have one dedo de moça, but it looks much better.
