Do you really mean chili powder or hot pepper powder?

Pretty sure this the wrong place to post this question, however I would say it depends on how fine the powder is. Don't think you are going to get a accurate answer without just geeting a scale to weigh the ounce

6 to 7 for most all of my powders and it does depend on type, moisture level and other factors.
