humbled rookie needs HELP!!!!

It's only been 4 days on those? Chinenses on average take roughly 7-14 days to germinate and can take longer, so be patient.

I wouldn't recommend dumping water in there, it could dislodge the seeds and cause them sink further or float to the top. You want to keep them at the right depth. You want the potting mix evenly moist but not completely drenched.
 
Gotcha. No its been around seven days total. And yes ive been pouring from an OLD plastic bottle ( never buying bottle water again, i advise everyone that gives a shit about mother earth to watch a show called TAPPED. Its on netflix now) so probably lower than a quarter inch now if they didnt fall outta the bottom! And i knew bhuts took a while but if i planted 8 of one variety and 3 sprout(if thats the word im looking for)in 3 days and nothing for 4 more days it worries me. I dont wanna plant more cuz if they sprout i'll have too many. N if i dont i dont want to waste a month?i just readthat and feel like im 6 years old! Heh heh. Thanks
 
1. i have my seedlings under a 18 INCH $5 florescent garden and aquarium bulb....how close should my light be to them?
as close as possible, but not touching. loghts loose a lot of power over any distance really, and floresents don't have a lot to spair.

2. my seedlings are only a 5 days old....can i, and should i be placing seedlings out in sun instead of my floro when possible? (weather in vegas has been beautiful but afraid to kill seedlings?
you could... but I wouldn't. Any number of things could happen and kill them. a bug could take a chomp out of the stem, something could blow onto them, a heavy rain could kill them...

3. my stems on two plants are completely purple and both leaves on one are black too.is this a problem?
depends on the variety of plant. if the plant is supposed to have black leaves, then its fine. just wait and see what happens.

4. i have seedlngs in seedling soil and with fan on it it drys up completely in 12 hours. should i be changing into actual soil now?
you can transplant as soon as the plant has a set or 2 of true leaves. the only reason to use differn't soil when sprouting seeds is so that the plants dont get some sort of dissease when they are just sprouting (when they are weakest)

5. should i have fan on 24 hours nonstop? should fan be moving or stationary?
I don't bother with a fan... but a little airflow 24/7 will help prevent mould and strenthen the plants. doesn't need to move as long as it blows on everything... doesn't really matter.

6. should i be applying epson salt and aspirin with 5 day old seedlings?
no. if you used a quality soil you shouldn't need any additional nutrients for at least a month. if not, use a very weak strength all purpose fertilizer. epsom salts are magnesium sulfate, peppers need magnesium later on for fruit development. the sulfate (sulfur) slightly rises PH (is alkiline). idk why you would apply aspirin... only thing I could see that possibly doing is raising PH to counter the salts... and vinager would do the same thing.
