Maybe just better bulbs ...
Those lights don't seem to have enough shine

I think you need more light. Those little lights lose all their intensity once you're more than a few inches away. Going to have problems penetrating depper down.

I was looking at LED lights made for growing Pot at first because the lights were so expensive only Pot growers could afford them.
I saw a video of one grower who had weeds growing under the plant, the lights were 3 feet above the plant tops & the plants were 4 foot tall.
 
Update after 1,5 month. So since they basically stopped growing I decided to finally put them outside and try to save them with compost made out of egg sheels and banana peals. I was wondering if i should replant them to bigger pots but then I noticed that some of them started growing buds. Should I still replant them or is it better idea to leave tem as they are?
