I have a ton of these little buggers all over my soil, they don't seem to go on my pepper plants themselves. They seem far to be far too small to be aphids, and far too many of them...but perhaps I'm wrong.
Not sure about the bigger one on the left, but the smaller ones might be springtails. Hard for me to tell though. If they are, I believe they pretty much feed off of mold/fungi and wouldn't attack your plant. Also, they like humid environments.
