Is this anything to worry about?

I this noticed on some leaves of my starfish pepper. It looks like dirt but doesn't rub off. is this anything to be concerned with?

I wouldn't worry about it. Is the plant outside? If so, just forget about it and hang on for the ride. There will be all kinds of spots and holes in them eventually, most of which amount to little more than bugs and weather.

Just be glad your Starfish pepper is green! Mine have looked like ass on a stick since they went outside, and there the only plant of mine that just can't hack it.

These seem to be very slow growing.

Yes they do! Yours has about 5 more leaves than mine does. Hell, the one I knocked the top off of by accident looks the best of the 2 I have left. It's actually got more leaves on the 3 side shoots that have formed than the one that's been in optimum conditions without having its top chopped off!
