is this damage from a hole boring insect?

I'll be honest, I haven't read this entire thread in full, so I apologize if this was mentioned. I also have a similar hole in a Pepper. But another thing is: Whatever made the hole, has eaten the surface layer off of the stem, too. So I personally don't think it's rot....weevils are still possible. But this was my first year with Tomato Hornworms, also....and those hungry Bast-Holes will eat half a plant in a matter of hours. Both of my Pubescens were devoured by the soon-to-be-smashed goo sack.
