I bought Thule fabric from the fabric section at walmart, I will have to post pics but is the thule fabric as good (for isolation purposes) or should i order row cover?

That bottom pic looks like it would be a good cover for summer squash. Might have to look into it.

you can use it for that or use it around your peppers also put it around your pepper plant holding up with a tomato cage or sticks around or pvc build taller

Tulle or any other mesh fabric won't isolate 100% ... Its still susceptible to wind pollination ... Only non porous material will isolate 100% or a 1.6-2km separation between plants

going to order some agribon 15, i can only find it on ebay or johnnyseeds for a reasonable price and size.

I have my TSBT* and Ghost* in my greenhouse away from my other peppers, but next year I hope to have a few S-Hots growing and be nice to not have them all mixed up. I think I will be building some  isolating boxes!!

I've had pretty good luck with mosquito netting, row covers are to thick and shades to much,  agribon 15 sounds like a good answer for your needs.
