Leaf Curl in Hot Pepper

My dad started these pepper seedlings (C.annuum) under shade net (or Agri net as it is called here) in trays and transplanted healthy 45 days old seedlings on the field..
In two weeks time the pepper plants started to show heavy leaf curl with white substance on it (lower leaves in the above pic), and he had to spray with chemical systemic pesticide to get it under control and the new growth was normal again..

I would like to know what could be the disease / cause of leaf curl and how to avoid it or what would be the organic alternative to chemicals for leaf curling?

There are too many things that can cause leaf curl. And it is very had to diagnose everyone properly. Insects such as aphids and mites will cause it, too much water and many more . You can go with organic pesticides and they will work you just have to apply it much more often and stay ahead of the basturd bugs!!!!!!!!!!!!!!!!!! Even extreme heat can cause leaf curl. When you find the ultimate cure. Please post. It would save millions of these threads from existing ;)

What Romy6 stated is right, apart from that, leaf curf on chillies are caused by Mosaic Virus and also Mycoplama Organisms and blame on Vectors as aphids and trips.
some of the things to check:
1. See that the extracted seeds are free from Virus.
2. 25-30 days old seedling are vulnerable to aphids and trips in the nursery.
3. For Organic measures; spraying Tobacco leaves extracts every week and also, Microbial agents such as Verticillum lencanii shows good effect on controlling aphids and trips.
4. Nipping off the top 3 youngs leafs before sparying the above mention shows good results.
