I use a 2 bulb 2' T-5 with a 6" oscillating fan for seedlings....fan runs 24/7 on low but it is directed at a wall to bounce back for air flow...not directed at plants.
Leggy plants need more light...either more lumens or closer to the source.
Once they take and mature they go under a 4 bulb 4' T-5
I have taken leggy seedlings and planted them into solo cups and then filled them up to the first set of leaves and moved them closer to the lights.
The main stem will put out roots this way as well.
I have this set up in a 2' by 6' closet....upper shelf for the seedlings, bottom for the juveniles.
Ambient temp is maintained 70 to 80 degrees as much as possible.
