I'm just curious if it's popular elsewhere in the country, as I'd not heard of it prior ...

Cabe Jawa or Cabe Jamu (Piper retrofractum vahl.) from Indonesia.
It's not Capsicum family.

is it used only for medicine? If for cooking what type of dishes and do they use it ground or whole?

Sometimes, it uses for cooking especially meat as powder or whole
