Making Sauce with dried pods

I want to make a hot sauce with my Yellow 7s, but I don't have enough fresh pods.  I have lots of dried Yellow 7s though.  
 
I have 2 questions:
 
1 - I know exactly how many pods I need for this sauce, so do I just count 1 dried pod (I don't make powder and I know what the halves look like) as one fresh pod, or is there a modified formula?
 
2 - Do I need to re-hydrate the dried pods, before putting them into the blender with the other ingredients?
 
 
I made a sauce with flaked peppers last winter.
 
I added the pepper flakes to boiling water, and made  a sort of 'soup' which I added to my other ingredients after letting it simmer for a half hour or so. The fumes were killer!
 
It was pretty hot, pepper flakes go a long way.
