What's with the plastic on the guard rail in the second post? Is that to prevent rain from getting to the plants? Block wind?

is a network against the hail where I live here because in the summer of storms are also strong and often with hail

Man, I wish I had land...container gardening just isn't the same.
But, when you're three stories up in the middle of a concrete jungle, you do what ya can to have the chillies.
