My data limit

I notice at the bottom when I want to post a pic is a data limit that gets lower with each pic post. Was my limit supposed to reset after my one year anniversary?

So, would it be better to start a new account instead of renewing my existing account next time?
Would that put me back up to 100mb?
Why doesn't it renew with the renewal?
How much is unlimited? I couldn't find it.

Why not just use some external site to host your files? pictures use imgur.com, files use dropbox, google drive etc?
