I would think at the seedling stage, maybe just something like Rapid Start or something, if anything is needed at all.
After my first time with seedlings, where I babied them to death (literally), I've come to the conclusion that less is indeed more when it comes to starting plants. Water as needed, never too much. Light to simulate daylight in intensity and hours. Moderate temps.
