Need a recommendation for a fan.

For my indoor grow, I have 1 Trinidad Moruga scorpion in a 5 gallon bucket, and depending on germination, will later have one or 2 Chocolate Bhuts in 5 gallon buckets next to it. I'm going to need a fan to help with pollination. What kind (model, Size RPMs - price range - ) do I need and how many hours a day (all the light hours?) should it be on.

Canabalize an old pc fan. Rig it up to an old cell phone charger.

Since chiles are fairly efficient self-pollinators, an inexpensive fan of almost any type will do. I prefer an oscillating fan, but that's not strictly required. One with a low setting is preferred. But if you can't get a low setting, you can reflect it off a wall.

Any oscillating Walmart fan will work. You should find one for $20 or so that will work nicely.

As said above, cheap $20 Walmart Lansco Oscillating fan does the trick on low.

Oscillating fan wont blow too much air in one spot.
