lighting need info on rigging a lighting system

Okay... i am going to visit my son in AZ and he is going to help me build a couple lighting things for me to grow peppers. I have a ?20 or 30 gallon tank that we used to have hermit crabs in that i want to make a light or get a cheap light for the top of. I also would like some sort of light maybe hanging from ? PVC? that i can set up on floor over pots of peppers , and it could be moved around easily. I am NOT a builder, electrician or anything like that... but i am a jimmy rigger professionalllll. PLEASE help me, refer me to references( simple minded please..lol) or pics or tell me how to do this simply, or what kind of (the most economical) lights to get and use etc etc etc. REalize i am a small time grower... i do not have room right now to grow in mass at all, but i do have dozens of plants every year. I want to learn about lighting and growing with them.. can you help me please???
 
For cheap and simple, several growers prefer CFL bulbs. They are cheap, provide good light, and are easy to find at many stores. See the lighting thread if you want a good read or further info
