Got these pepper plants for free from my buddy. Any help would be appreciated. Would also like to know an ideal time to pick them? Can I keep them inside overwinter to allow them to keep producing? Thank you.

Pick them when ripe or just before fully ripe. Those tepins look ready. Yes you can bring them inside to overwinter, but they probably won't keep producing year round. They'll go dormant until next spring.

Yes it definitely does.
One more question, should I keep watering them at the same rate over winter or cut back on the water?
