100 lumens/watt is about the same as a fluorescent  lamp, not very efficient.
 
I'll guess cheap chinese lamps.

Might be cheap but they are doing their job..  nice and healthy..thick stems...green...thats all that matters..

Not sure why it looks that way in the picture....I  only have two sugar rush peach plants....here is a pic of them today....they look fine.
