yes you can. Go to the grow tech forum area and research suitable lighting options for your situation. It all depends on how many you want to grow, cause it can end up being pretty expensive to set up and run!!
fertilizing with epsom salt is good for magnesium. I myself use it from time to time. as I am not an expert (I am very much so a novice), I can't really tell you anything else - except, like anything you feed your plant, be very careful with dosage... don't use too much and don't overdo it!
Again, look at female multi-vitamins such as A to Zinc. These can be crushed and dissolved in water and provide every micro-nuit needed, at a fraction of the cost of buying special nuits. I give my hydro plants a pill every month or so - they love it.
IPMR, I am just an hour and a half south of you near Morgantown. I have 7 Thai birdseyes that are doing quite nicely and are getting their second round of flower buds. I keep them in a SW window during the day and put them under a 14 watt red/blue led lamp and two 20 watt CFLs for a couple of hours of an evening.
I grow cayenne and Apache F1 chillies indoors over winter each year here in Southern England no problems at all. Best with bright window and have central heating and or the fire on to keep temperature between 15 and 22 celcius.
