Of course he only has a few pods on it Im sure from lack of light but its a nice plant nevertheless.
 
Prob a 3 at least im guessing.

He says he uses an 85 watt CFL (5350 lumens) for every 4'x4' of floor space lol. He's got 8-10 of them running but still...its a CFL so gotta have shitty penetration. Guess someone forgot to tell the plant that lol

Certainly that's why hes only got a few pods but still its a damn nice plant
 
I had a bonsai plant produce fruit next to my desk lamp, so its possible, it really depend on the individual plant. but ofcourse its not as productive as under sunlight.
 
If you watch all the videos in his how to prune series you understand that he is only growing it to grow it. not for peppers
I wish I had patience to prune and wait for my plants to grow like that
