Robisburning I have tried just about everything including diatomaceous earth, solarizing the garden before I plant and my garden is also covered in black plastic. The thing with the mulch is my garden is 7,000 sq. ft.
Even if you get rid of them in your garden the garden down the street probably has them too.
I would say 99.9% that those are pepper maggots.
