OSRAM Fluroscent 550lm 18W

Hello

I just got my hands on 2x OSRAM Fluroscent 550lm 18W light to help my seedlings in the winther, so they get a head start next season. Got them for free.

But....
  1. Will they do any good to my seedlings in lack of real sun?
  2. Will they help my allready mature chili's, that i planted in february, now that they are "grow" up ?...i mean... they get sunlight during the day outside, but maybe i could set one or two plants under the Fluroscent light at night? :rofl:

Looks good in the light spectrum but light in the lumens department.
