These chips are fantastic overall.  It has a very pleasant burn even for somebody with a high tolerance, but I don't think it would be too overpowering for somebody with a lower tolerance (except for someone who can't tolerate much heat at all).  Flavor is great except it doesn't have much pepper flavor, which I would expect out it given the name of the product.
 
Here is my rating based on how well I think they met their goals with this product.  My scale is 0 - 5 with 0 meaning they completely missed the mark and 5 being they hit a home run.
