media Peat Pellets...Slow Growth Rate?

Here's the details. I planted all the chinense seeds in peat pellets on Jan. 13th. Germination was anywhere from 4 days, to 10 days. They have been under 2- double bulb fixtures (t8...6500k) for 16 hours a day. Air temp goes from the low 60s at night, to the low 70s during the day. A fan blows when the lights are on.

The healthiest looking plants seem small to me, but this is my first season trying this, so maybe I'm wrong. The true "runts" look wimpy. I provided no nutrients until 2 days ago, a diluted regimen of a 7-7-7 fert (nagachompers regimen), Here's some pics. Comments would be helpful.

These pics were taken Feb.1. I'll see if the nutes give them a spark by the upcoming weekend.
 
They look good to me. They just take time. Don't overdo it on the ferts. Peppers don't require much fertilizer anyway and seedlings can get over fertilized very easily.

Edit: Although I'm unsure what's going on with that Moruga. The cotyledons looks mutated.
 
I leave my seedlings in a dome until the second set of true leaves are just barely poking out.
So about like this like this size.

Then pull them out for some fresh air.
