It's one think to eat an Anaheim pepper while giving your buddy a Lumbre and telling them it's the same thing...
but Ghost pepper flakes in a cayenne pizza packet (in a sealed packet!?! WTF ) 
i imagine this is one of those things thats funny as long as you are not the person being prank'd

I know, it's fine in one's own home with friends you know are on board but pranking unsuspecting people in a public place is not OK.

AJ! You could always go in and sell that pizza hut a spice blend. Isn't pizza hut a franchise? Put that particular pizza hut back on the map and the rest will follow. I liked the original idea though, but gotta watch out for the soccer moms. Cheers!

Yep illegal.  Yep unacceptable.  But after watching other pranks on Youtube, this would be one of the mildest.  Those people are frigging insane.  My son will watch for an hour at a time.  Sometimes, I watch with him and oh damn the pranks are over the top.

Years ago I may have put some Dave’s insanity sauce on a kids at work bbq potato chips. He still don’t know he was set up after all these years. Funny thing is it was his DIS that was used. I thought I was going to have a seizure while holding in my laughter.

Yes, we used to call the red pepper flakes in the shakers 'bird seed', but since I have not been to a Pizza Hut in about thirty years, I have no idea if they still have those shakers on each table.
 
However, I would not recommend replacing it with anything, let alone ghost pepper. Think of the children!
