I have the same thing happening to some of my lower leaves and its not rot, and its not normal anthocyanin pigment. I'm really not sure what it is but possibly lack of chlorophyl flow(or reverse flow) to those certain leaves for whatever reason and it never seems to occur on the new or top growth. Probably a minor deficiency

Mine seem to get better when I re-pot and fertilize them. Some bottom leaves do die but no huge loss. Maybe the epsom salts will help too.
Are all your plants going in the ground, and when do you usually plant?

Yes all the ones that I am keeping will go in the ground (about 300) I did the pot thing last year and results were not great, they all produced but the plants did not flourish like the ones in the ground did. I am not going to plant out till end of May. I am not real worried about it because the plants all seem really healthy but it would be nice to see them all a deep dark green color. I just started with the Epsom Salt maybe that will help we will see. How often can I use the salt/ I am not spraying the plants with it just adding to the water when I bottom water. Also maybe I am using a fertilizer that is to weak a formula. I am using Shultz 10-15-10 Plant Food Plus it says to use it every time you water which is about every 10 days or so.

I grow all mine in Pro-Mix, it is a soiless mix. I am having good luck with it but it is getting very pricey good thing I did not have to buy any this year. I just used it over from last year. I believe POTAWIE uses the same thing.

LOL i googled Pro-Mix there are about 50 different types which one is the ones you use i was thinking about mixing perilite and vermaculite together but the Pro-Mix looks like it would be a better deal for me

THAT'S what I like seeing. some good ol' pepper porn. podpiper has one of the most photogenic setups I've ever seen.
 
I just found the Lambert mix this year and it is Canadian. As for the pro-mix, the BX is what is what's generally used. Fafard is another good mix too

It's really easy to make your own, even one with fertilizer. ;)
Humus doesn't get moldy, it's the most efficient natural fertilizer, it has no odor, it has good soil qualities and when making your own, you can choose how much of everything is in there. add that to a mix of some perlite, sand and coco and you'll have a mix with just enough drainage, food for your plant and will never get moldy. I'm just starting to use coco and sand here and there, but I mostly use hamra.
 
I used to make my own mix in a cement mixer but unless you find a good deal on materials, you're not really saving much money
