It ain't happy. Most of the new growth on all 34 pepper plants looks similar, a few are ok, some aren't as bad, this is the worst. Straw mulch was a mistake and I've since thrown it over the edge of my deck in to the yard. I have enough to mulch them all 10 more times and throw it all away 10 more times. Not sure I'll use it again though, may just let them dry out, plus I'm sick of pulling germinated wheat shoots. I forget what this was. Biquinho "yellow" maybe, mild, I kinda don't care if they produce at all as I have no use for mild peppers (ordered Chiquinho, sold out, I let them substitute whatever they wanted, this sub made sense as it's the same pepper shape just pointless to ingest).
More to the story than just straw. I watered, then it rained a bunch, and has just been a garbage June in Denver, CO...13th rainiest in state recorded history, my fault, I decided to try growing peppers this year after doing nothing for 10+ years, I am cursed and Murphy loves to follow me around. I'm going to kill him when I find him. Slowly. And painfully.
