Problem with only Bondo Ma Jacque

I am new to planting/raising habs, so forgive me. I only have one Bondo Ma Jacque that sprouted, but it doesn't have any leaves as the other habs are showing, and it is taller than the rest. My question is, Should I dump it, wait, or just try planting some more seeds. The pic looks like the pots are dry, but it's the t5 lighting making it look that way.

The same thing happened to my Red Caribbean. I almost put it down but decided to let nature take its course. It turned out great and is producing a lot of peppers. What's the worse case scenario? Give it a while and see what happens.
