The natural v varies quite a bit. For example I have several annuums that do it as low as 5 inches. You can force it via pruning though. If you want a natural v lower on the plant, you could also keep it root bound. You might want to do that if space is an issue. I have some extra thai peppers in a solo cup producing at only 6 inches with some branching. Of course I want get a huge yield, but I just didn't bother to toss em.
 
 
Edit: I just checked my Thai pepper in a solo cup, and it started its natural v at about 6 inches. I know it's not ideal to keep root bound, but this usually happens to me as I wait for good spring weather. I'll probably be topping a lot of c. annuums this year. They just are not bushy enough.
