Bah, don't use Jiffy... use loose peat, rockwool and pretty much anything other than Jiffy. keep it around 28c, moist (not wet) and wait. it might take a while.
I used Jiffy mix in peat pots with a tablespoon or so of water each morning and a grow light and was fine. They were slow to get going, but now that they've been repotted in some topsoil and placed outside, they're starting to move along nicely.
I used the jiffy germination with the heat mat and the peat pods and got all, but a couple to germinate out of over 140 plants in 3 days. I did move them to smaller pots and better soil right after and didn't let them grow in the peat more than 7 days.
