Question about Litmus paper

Is there a way to check the soils PH with litmus paper? If so how would you do it?

mix soil with neutral ph water, let it sit a bit. then put paper in the solution

Yup.
 
1 cup of water.
Measure PH.
If <6 or >8, adjust with a few drops of vinegar or a dash of baking soda.
Add 1/2 cup dirt.
Stir well and let settle.
Measure water on surface.  
Done.

Preferable to use distilled or RO, you'll get a much more accurate reading.
 
Take samples from multiple areas and soil horizons.
