Geonerd Nov 23, 2015 #3 Yup. 1 cup of water. Measure PH. If <6 or >8, adjust with a few drops of vinegar or a dash of baking soda. Add 1/2 cup dirt. Stir well and let settle. Measure water on surface. Done.

J John1234 Nov 29, 2015 #5 Preferable to use distilled or RO, you'll get a much more accurate reading. Take samples from multiple areas and soil horizons.
