Question about pepper plant nutrient intake

Hello everyone...long time lurker, first time poster.   :)
 
I have a rather basic question (I hope).
 
I am currently growing pepper plants via hydroponics.  When the plant consumes water and nutrients, does it do so equally (meaning that the plant only gets the nutrients by taking in water)?  Or, does the plant strip nutrients and leave nutrient-reduced water behind?
 
Essentially I want to know if the nutrient/water ratio always remains the same as the water level decreases (assuming indoor hydro which should have very little evaporation).

Help me understand ppm measurements...
 
If my tap water is 375 ppm and let's say my hot pepper plant (which is currently in the grow stage) likes 800 ppm, I need to shoot for a ppm of 1175 for my nutrient solution?  I'm not quite ready for EC discussions yet.   :)
