Yea it can, i have a photo from my first ever grow , im doing it now and i just switched to a hps 400 watt bulb so ill see how it goes, like today i got the new fixture.... http://i.imgur.com/EBqiaMs.jpg they were both put in cube the same date, i gave the big one soil before the other, but now they both have soil,
