I know this is an older topic however I have been experimenting this spring with my tea. I have found that in order for the tea to foam the temperature must be over 7 degrees Celsius or 44 degrees Fahrenheit. Not sure if that bit of info will help anyone or not but for me, 7C (or 44F) is the magic number here in Toronto.
