That phenomenon is known as parthenocarpy (from the Greek for virgin + fruit) and can be induced genetically and/or environmentally. Are your plants from commercial hybrid seeds? Can also be the result of a cold period before/during flowering.
That's not parthenocarpy, that's just missing seeds… This happens e.g. after pollination with incompatible pollen (e.g. another species) which leads to embryo death. Or it could be a mutation that affects fertility. Or both...
