Topping is the removal of the growing part that is on the top of the plant. This encouages side shoots and gives time for the main stalk to thicken, but I agree with chasy83 your plants are to young for topping. The ideal of planting them upto their cotyledons is the best along with more light and some gentle breezes.

cotyledons? are those the first set of leaves?(the round ones)?
Get a fan on them, increase the amount of light they are getting and bury them a little deeper on each progressive pot up. Worst comes to worst you will need to stake them early on to help stop them getting whipped around once outside.
Don't top them when that young you will only end up stressing the plants and make them susceptible to pest and disease and severely slow their growth.
Most varieties of Chilli's don't need to be topped unless growing to artificial constraints like indoors with low overhead heights

Topping means to cut the tops of the plants off. I would just get them into better light.
