yes they are. I'm growing them again this year. They are one of my all time favorite peppers!
You bought these at a Lowe's or Home Depot? Or some other discount outlet? ($5 - will - get - you - $20 it was HD...)

Double or nothing says you can get it with one more guess, or I'm planting forty of em with your seeds
What say you of American Seed?
Lowes, HD, and Menards stock mostly Burpee, with a little flavor added from others like Ferry~Morse and Seeds of Change, or other Organic/specialty seeds.. Mainly Burpee though. Most of my seed, including my trading stock, is from vendors or others so I have no doubt I'm going to have more than a couple surprises this year.
Funny how I have a pack of old Serrano from American Seed that features the same picture but lacks the "Spanish Variety" flavor tag. Just noticed that. Maybe they've been growing their crop out in Spain since 2014.
Speaking of 4 to 1, look at that price change from 2014-2019.
