I recommend soaking seeds from ANY source for "a while" in hydrogen peroxide. If it's straight, just like 10 minutes. If you mix it with water, though, you can soak longer than that - maybe an hour. The purpose of the hydrogen peroxide bath is to kill off any pathogens you otherwise can't see - mold, fungus, bacteria... After that, if you want, soak them in plain water up to overnight. It's not absolutely necessary for peppers, but it doesn't hurt. The purpose of this is to soften the seed casing, which in turn helps the sprout leave it.
