pests Tea, Aphids and Pollination

I have a few questions.. in regards to the tea pinned post.  
1)  Can I add tea to my plants that still have fertilizer? I just transplanted them into a Ocean Forrest... they seem to hav turned around and are doing great except a couple of them that are not so good.  Any my question is that.. how much can I add to the current soil and will it affect it?
2) I have a massive infestation of aphids.. they seem to come out of nowhere.. I am literally spraying them everyday.. gone through a bottle of the "safer" brand soapy spray that has some oils in it... Next I will try neem.. I can try ladybugs but since i am in a balcony they will probably fly off and not do anything to my peppers...Also, they seem to only be focusing around the new growth of the plant. 
3)  Since I am  not in an ideal ecosystem, will I have to pollinate the flowers of my peppers?
4) I am also getting new growth that is yellow, even though the rest of the plant is green.. and the leaves seem to be falling off when they are that small... no clue.. help is appreciated!
 
Depends on what you amend your tea with.

Use neem. After that ladybugs can help with stragglers and should stay for a bit since they will have a food supply.

Peppers are self pollinating. You probably get plenty of a breeze on your balcony that you don't need to worry about it, but if you want a little shake or tap to the flower bearing stem should do it.

Yellowing can be from overwatering and/or the aphids.

I just moved those from some miracle grow soil into the fox farms.  and i think i might have over watered it a little after the transplant. 
The tea would be the same one as pinned on here..(the how to guide)  i just figured it would be good to out in the soil.. 
 
Im surprised the safer insecticide isn't taking care of the aphids , just stick with it and it should eradicate them and the lady bugs should finish them off...I strictly use safer insecticide for all my garden and it works like a charm...stick with it my friend , persistence is key...

Edit..yeah and neem should do the trick as well if for whatever reason that safer insecticide isn't working ...
