Sorry if there was some confusion at the beginning. I'm not exactly sure how to word it though. Any suggestions? I don't want to get down to fractions of a second.

I was probably just complicating things (I've been up since 4, thinking isnt exactly my strong suit atm lol) though  in my mind it wouldve been clearer if you had said the winner was the first or last post in a certain minute

Ok, how about something like this?
"The last person to make a comment on this thread on or before XX:20 am  on X/X/2014 EDT wins!
If multiple people post on the last minute then the last post with XX:20 time stamped on it is the winner."
