propagation-cloning Transporting plants properly?

Most of thse threads are from indoor to outdoor, but in my case I have seen to outdo myself by planting some peppers in large containers to close together. Now I'm thinking I want to transport them so they can grow to their full potential but how do I do this without creating to much shock? I've already moved my wifes pesky bell peppers out into smaller containers and they have pretty muched stopped growing for the past 2 weeks now because of it. What is key when moving from container to container?

btw pesky is not a type of pepper it's just pesky because it's not a hot pepper haha. Shun!!
