Trouble with Bees

Funnilly this season I have had trouble with chillies starting with B.
Burkina, Berebere (ethiopian brown) and Bonda ma Jacques have all failed to germinate after 2 attempts although I did get Beni Highlands to germinate on the 2nd attempt.
Maybe it is just a case of dodgy seed because most of the other varieties have germinated OK.
