That stinks.
I have a bunch of mystery pepper seeds I need to ship out to even my karma for those I recieved from generous members last year.
Thinking of just putting them in a batch of left over xmas cards with some thin foam protection.
Can't turn out any worse than the results noted from a fully protected bubble envelope.

BTW, USPS recent price hike are assumed to be the result of an order to completely fund retirement program, instead of "pay as you go" system previously used.

christmas card, small layer of 2 or 3 mm thin foam on both side is the cheapest and best way to go. and try to spread seeds averywhere not only in one palce in case of a corner of the package is squashed.... (and you wont have to fill thru custom and will move like a normal card... cheapest and most efficent
