UnNatural said:I remember seeing another thread where some one had leaves like this but i can't find it now. Does this look like a virus or a pest of some sort? They are on my fiance's sweet banana peppers. Should i scrap the plants? Are they contagious? Will they spread to my beautiful chinenses??

That is caused by over watering. According to the Ohio State University, that is the plants normal reaction to over watering and shouldn't effect the plant's growth. In my case I didn't notice any adverse effects from it and the plants all grew out of it and produced well.
Here are a few of my past posts that my be helpful to you.
With lots of pictures of my affected plants.
