Did you try scarification? I had galapagoense not germinate after 6 weeks, scarred them by removing a bit where the tap root would usually stick out, and the day after 5 of 8 germinated. Wouldnt hurt to try.
Are those from the island St. Helena in the middle of the Atlantic Ocean? And is that a Chile Pepper? It looks an awful lot like one, but my eyes may be deceiving me.
