Weird pepper problem in Hong Kong

Hi all,
 
Site newbie, here for some advice.I have been growing peppers in Hong Kong for the last 3 years or so with various success. I am far more confident growing in the UK climate usually.
 
After beating off aphids, spider mites and other problems, the biggest problem now is a weird elongation of the new leaves. And nobody here seems to be able to help. My latest problem pepper is a sweet Dulcetta plant but, to date, this has also effected the following varieties: Habenero, Trinidad scorpion, Numex Big Jim, Jalepeno, Cayenne and Jamaican Yellow.
 
Plants that I haven't noticed the problem appearing on are: Patio Fire/Apache Fire, Lemon drop.
A bit of info about the grow area and frequency of water/feed: (photos also attached)
 
Av. temps over the last few months has been 30 - 36 day (70%+ humidity) 25 - 30 night temp (50%+ humidity)
The current problem plants have lived their entire life so far on my balcony in part shade, although this problem has appeared on both roof and balcony plants in the past. 
 
I have watered every other day in this instance, but have also tried less/more with similar results.
 
I fertilised my original plants with a 20/20/20 liquid feed when they began flowering, but am now using an animal manure fertiliser instead to see if that helps - it doesn't seem to. 
 
Any help or info on this would be greatly appreciated.

Scanning electron microscope? Just kidding, and Welcome! you are probably going to find more critters on the plant causing the curl (elongation) I usually just use a flame thrower on any plants with spider mites, aphids. you will frustrate yourself trying to revive those plants. so maybe just start fresh?

Thanks for the quick replies. I originally used to chop down to the stem and prayed for a recovery. Nope. Then I just started ripping them out and changed seeds/types. Nope. Nothing seems to help. Around 1 month after really getting going, whatever type I try seems to end up like this.
 
Whilst waiting for responses, I've been chatting elsewhere and the winning suggestion so far is Broad Mites. Comparing the leaves on mine (above) and many pics online, it looks (and sounds) identical problem to mine.

What do you reckon?
 
Broadmites would make your leaves look like that. A good treatment would be cut off affected leaves, then spray the plants down with wettable sulfur if you have it available. Then repeat the sulfur treatment three or four days later.

I'm currently spraying with neem oil, dish washing liquid and water every few days. I still have some flowers and some look to be growing some very small peppers, but other newer buds are looking a little mottled. It's this Sai Kung/Hong Kong humidity I tell you! Terrible for mites and things.
 
Has anyone any detailed tips on cutting damaged plants back to promote regrowth? I'm going to try to avoid if possible but in case I need to do some drastic action.
