Weird stuff under Douglah plant leaves

i have 3 douglah plants and all 3 have what looks like yellowish powder under their leaves, yet when i touch it it doesnt come off, as if it is part of the leaf.  i thought this was due to edema from previously over watering but all 3 douglah plants are the only 3 plants out of the 25 plants i have with this under their leaves, all the plants been treated the same/gone through the same treatment.
 
 
What is this and is it anything to worry about?  or is it just specifically to the douglah plant?  also, will the 1 douglah plant that i pruned up be ok with that much foliage cut off of it and will those buds still be able to flower and become peppers?

1. It's part of the plant. Edema is essentially excess fluid trapped outside the cell walls. It's a symptom of over watering.
 
2. The condition seems to be permanent for the old leaves that already have it. New leaves won't have it provided you address the cause of the problem (over watering).
 
3. Just cut down on the watering a bit (which it seems you are already doing), and your plant should be fine. 
 
Is your grow in a tent/enclosed area?
Might be more due to humidity than over watering.
I had a problem years ago with my grow.
I first stopped watering but then plants got more messed up.
I put a fan in the room and the problem dissapeared.
It was I THINK cause be no windows in my grow area but it was always 75-80 degrees.
Once I put a box fan in the room the problem went away.
It was hard to figure out at first.
If I cut down on water,plants died.If I watered them they died.
 
I don't know your growing conditions.
Might want to check it out.
By the way,my fan was placed to suck air OUT of my grow room,not fan my plants.
