What are these old things in my shop? New photos...And a quiz

The first photo is divided into two, top, and bottom.  This thing as about 4.5' long.  This isn't a quiz; I'd just like to know what they are.

Does the first one have points at one end, opposite of the hinge? Or is it bolted shut? The white strips, are they padded? Could either be a log clamp/puller or an old plow yoke

I'm going to get a better photo of both ends. The white strips are wood. I think the space between the long bars is too narrow to close around an ox's neck.
 
The first object closely resembles a restraint collar used for milking cows. I saw those in use on a dairy farm about 40 years ago. I don't know what the second device is.
 
If #2 is for a PA.....I wanna meet that guy in a scene!  :rofl:  
 
 
In all seriousness, we were looking at #1 for a logging tool.  The chain and bolt on the bottom might not be a part of the original equipment.  Might of been used for some "backwoods engineering".  But mikeg's comment about the milking collar kinda makes sense. 
 
 
For #2- it looks like an adjustable hanger.  The post is kind of short, but the weight of the planter pot or whatever, could be moved up or down.  Nice little hook at the end of the spring clip.  That design is the same that is used for candy thermometers and meat thermometers.
